Most clients have a small budget and don't need the biggest website on the block and a simple static website would be enough to send clients to for extra information, contact details etc.

WordPress is great for those who want to do many frequent changes to their website without help from a developer. It is also great if you want a blog or the ability to add your own pages further down the line.
